Brazil Betting Ban Puts $7B Market on Hold

Brazil’s recently regulated betting market is facing an abrupt shutdown after President Luiz Inácio Lula da Silva issued a provisional order banning fixed-odds betting and online casinos. The move came on September 25, just days before the country’s general election, following months of political pressure.

The market had only been operating under a federal licensing framework since January 2025 and had grown rapidly. Gambling Capital estimates Brazil’s regulated betting market at $7.5 billion annualised GGR, with $2.8 billion lost to the ban and $4.7 billion potentially moving to unlicensed operators.

Under the measure, operators must stop accepting deposits immediately, and all authorized sites are due to be blocked by October 6. The measure remains provisional and must be considered by Congress within 120 days. Industry bodies have also filed challenges with Brazil’s Supreme Court, arguing that the ban could undermine legal certainty and cause significant economic and fiscal damage.

The immediate aftermath has already raised concerns about the black market. Bet Legal platform identified 295 new illegal betting sites in a single day, and the number of unauthorized domains reached 710 by Sunday. Authorities blocked 506 illegal sites in recent days.

The financial cost is also looming. Brazil collected nearly $2 billion in federal taxes from betting in 2025, while operators also paid around $500 million in licence fees. The provision now jeopardizes future tax revenue and recent operator investments, with the industry warning of significant economic losses. For instance, Flutter estimates losing $70 million in revenue due to the ban.

The measure leaves Brazil’s betting market’s future uncertain while operators and industry groups consider legal and political responses and the government enforces the shutdown.
