UK Gambling Commission Policy and Enforcement Director Tim Miller to Leave the Regulator

Tim Miller, Executive Director for Policy and Enforcement at the UK Gambling Commission (UKGC), has announced that he will step down after ten years with the regulator. He is set to leave the Commission in September 2026.

Miller shared the news on LinkedIn, describing his time at the Commission as "the most enjoyable and fulfilling part of my career." He added that he had long considered ten years to be the right moment to take on a new professional challenge.

His departure comes at a pivotal time for the UK gambling industry. The UKGC continues to implement the reforms outlined in the Government’s Gambling Act Review White Paper while also overseeing the industry's transition to the new tax regime introduced in April 2026.

Although restrictions on bonuses and gambling marketing have already taken effect, the regulator is still preparing to fully implement Financial Risk Assessments (FRAs), widely referred to within the industry as affordability checks. These measures continue to face strong opposition from betting operators and the horse racing sector.

Another key priority for the UKGC remains the fight against illegal gambling. The Commission is actively involved in the Government's Illegal Gambling Taskforce, which is focused on combating unlicensed gambling operators.

During his tenure, Miller led several major initiatives. Among them were the creation of the Digital Advisory Panel, established to strengthen the Commission’s understanding of emerging technologies, and the development of GamProtect, an industry-wide data-sharing initiative that enables licensed operators to identify customers showing signs of gambling-related harm and take appropriate protective action.

In recent years, Miller also became one of the regulator’s most outspoken critics of major technology companies for failing to curb illegal gambling advertising. According to him, platforms such as Meta, Instagram, X, YouTube and Kick have not done enough to remove unlawful gambling content, making the regulator’s enforcement efforts more difficult.

After leaving the UKGC, Miller plans to remain in the regulatory sector. He said he will work with governments, regulators and international organisations to help develop effective and competitive gambling regulatory frameworks.

Miller’s resignation comes just four months after former UKGC Chief Executive Andrew Rhodes stepped down. As a result, the Commission continues to operate during a period of leadership transition, with the positions of permanent Chief Executive, Chair and Policy Director remaining vacant.

Sarah Gardner, Acting Chief Executive of the UK Gambling Commission, thanked Miller for his decade of service and praised his significant contribution to gambling regulation in Great Britain.
